The new service at HENDON for which he was administratively responsible was developed through a central library and four branches, two built before World War II and two after. They were all regarded as models, attracted innumerable visitors and acquired a reputation comparable with those of J D Brown's at ISLINGTON before World War I. Walker was responsible for the chapter on the East Midlands in the LA's 1938 Survey of libraries and also did sterling work as Chairman of the Executive Committee of the SERLS which led the way in interlibrary cooperation before World War II.
